On June 11, 1963, the registered voters of Dunes City overwhelming approved the establishment of the City of Dunes City.
Of the 274 registered voters in the area, 217 submitted their ballots at the Holiday Lodge cabin, but not without some problem. Douglas Hickman questioned the placing of his ballot in the ballot box. He even went so far as to call the state police to check the legality of the voting.
Mildred Russell, the Lane County elections clerk at the time, was on the premises and supervised the election. She ensured that the procedure was correct and in accordance with the law.
The following day, June 12, 1963, the Lane County Commissioners confirmed the election results. On Aug. 19, the newly elected city council elected Phil Himmel to serve as the first Dunes City mayor.
